What is the best way to heal an atrophic/pale turbinate?

Any treatments that are effective? Best topical products? Anything topical that could promote healing such as aloe vera? I had radiofrequency and now my turbinate does not funtion.

Based on the limited photos your alar retraction appears to be significant.  You likely have an anatomical variant known as cephalic malposition of the lower lateral cartilages.

I have flaring nostrils and a hanging columella. What would it cost/how difficult would it be to correct this? (photos)

You have more of a retracted ala than a hanging columella.  A cartilage graft can be used to fix this.  In addition your tip is bulbous and slightly inferiorly rotated.  This can be fixed with sutures and reduction of cartilage.
