I am 7 months post op of 375cc implants under the muscle & my left one still feels super weird within my body. Both boobs look and feel normal to the touch but the left one doesn't feel as settled as the right. I get back pain only on that side & when I bend over forward just that implant feels heavy & like it's not attached within my body. It feels like it moves laterally but doesn't look like it. I hope this makes sense it's hard to put into words. No pain just weird discomfort.

Though opinions can vary it is not typically necessary to wait a full year before getting a tattoo after breast augmentation. Initially yes, the concern is infection risk. I encourage your friend to ask the surgeon the reasoning for the year waiting period.
Yes you are fine to undergo EMS training even though you have breast implants. The exercises will not change the size of your breast implants regardless if they are submuscular. Having an EKG performed will no way impact your implants.
