I would be remiss if I didn't suggest that you exercise a great deal of "buyer beware" caution when consider the many of the expensive, light and energy-based "bells and whistles" gizmos being hawked out there. The hard science to support the use of these often "here-today-gone-tomorrow" devices lags woefully behind the heavy marketing hype and social media buzz to promote them.
Low intensity electrodessication, on the other hand, has been used with gratifying results for many decades for the treatment of facial telangiectasias ("broken capillaries").
As to the persistent redness (erythema) you describe, there are a couple of topical Rx medications that have proven quite helpful for this. Microdroplets of Botox have likewise been used successfully for addressing this.
