After a facial hair implant procedure almost a month ago I have considerable redness and small puncture wounds that are extremely visible. The operating doctor is unresponsive. I did not have any issues with my skin prior to surgery. I have been using Clindamycin and Desonide Cream as prescribed by a dermatologist, but the puncture wounds are not healing. Will this heal? If not, what are my options? Is laser resurfacing an option? Am I scarred for life?

That's a large transplant. It will take a few weeks to heal. It appears that you may have also experienced some shock loss which is usually temporary. Be sure to follow up with your doctor.
Yes, you can increase hair density with a second hair transplant. Many people in our practice pick the alternative which is scalp micropigmentation instead of a hair transplant for increasing the look of fullness which is a 'look' not a number issue. See examples below in the web-reference
