You may benefit from a browlift. A browlift can elevate the eyebrows, lower the hairline and remove the forehead wrinkles. At the same time, you can undergo an upper blepharoplasty.

Before jumping to surgery with its expense, risks for infection and scarring, and for engendering post-surgical downtime, you may wish to consult with an experienced, board certified cosmetic dermatologist filler expert to discuss the use of Botox +/- an HA filler for a nonsurgical browlift--especially since simply raising your brows led to such an improvement. It does appear in the at rest photo that you have both brow ptosis and blepharoptosis (eyelid). The curious thing is that when you elevate your brows there are no wrinkles on your forehead. This begs the question of whether or not you have had recent Botox, Jeuveau, Dysport, Xeomin treatment? If so, a re-evaluation needs to be done when that has worn off. If not, then you would benefit from a brow lift and possibly eyelid ptosis repair/upper blepharoplasty. Both eyes would be done at the same time and costs could range widely from $7500-$15,000 depending on who and where you go and the techniques used. Good luck!
