I would recommend an evaluation in person including a full eye exam before making any official recommendations or treatment plan. I believe that an upper eyelid blepharoplasty is the minimum needed to achieve proper upper eyelid aesthetics. With a physical exam, it might be determined that a browlift would also be beneficial.
I recommend a browlift. This will elevate your eyebrows as they are below the level of the orbital rim. At the same time, you may undergo an upper blepharoplasty and possibly a lower blepharoplasty for the tear troughs.Best Wishes,Gary Horndeski, M.D.
It would be impossible to give you good advise based on these photos. Another set of photos which show your entire face, eyes and neck from different position would help. In person consultation or at least teleconference may be much better. Good luck.
Based on your posted, two photos, but are too close-up to get a full appearance of your face. I would recommend a virtual consultation in order to see exactly the problems you are addressing. It appears you might need a lower eye blepharoplasty, or HA fillers to tear trough deformities. And possibly a mini face lift or a liquid injection facelift. Expect fees to range from $2000-$10,000. Lower lid bleph. Can't tell from photo -- best pic is looking up to see if there are prominent fat pads. If there are, then I would remove them, too.

The injury has likely caused bruising to the lower eyelids. Even though the trauma was to your forehead, blood pools in the lower lids due to the effects of gravity. This should fully resolved. Continue with your usual skin care regime.
