I'm 30 years old, 170 cm/5'7 and 72 kg/158 pounds. Fat transfer to breasts in 2 weeks with tumescent/WAL lipo from inner and front thighs, flanks/sides and belly. My surgeon is I believe conservative with how much she takes, as my both thighs would amount to 300 cc together according to her and 50-100 from sides. The leftover 200 cc would be taken from my belly. How noticable the difference would be? I like my contours there, I'm trying to imagine is it even noticable in the end which is good in my opinion - I don't want a dramatic change. Are unevenness risks lower with smaller amounts?

The price will be more with general anesthesia that under local with sedation. You may have to go to a different facility and will have to pay an anesthesia fee. Your surgeon can give you the specific fees.
The amount of fluid removed is not the same as the amount of fat removed. The more fluid that is put in, the more fluid will be removed, but not more fat. Every surgeon has his/her preference of how much fluid to use. That is your surgeon's decision and not your request.
