I live in contienental Europe. I still didn't see an oculoplastic surgeon to discuss a possibility of having a canthopexy to make my eye external canthus neutrally aligned and have more narrow eyes. My question is, since I didn't find oculoplastic surgeons familiar with the Infraorbital rim implants....is it safe to go with the canthopexy option, alone... without Infraorbital rim implants ? Will the Infraorbital rim implants, help keeping the canthopexy from deteriorating?

At 3 1/2 weeks, you are still in the early stages of healing.
By 3 months things should be looking pretty normal but in some cases can take a bit longer.
No need for concern at this stage.
Pseudostrabismus is the appearance of crossed eyes which usually results from excess skin or folds in the inner corner of the eye. This can be corrected under local anaesthetic with a relatively minor procedure releasing that web or tight piece of skin.
This photograph is taken in upgaze and suggests that you have ptosis both sides. Your brows appear to be in a good position. I would recommend evaluation by an oculoplastic surgeon for appropriate measurements and discussion of options. Your lower eyelid skin could be gently tightened with...
