I can't lift my hand after lipo and I have vein pain on my right arm -- is this a concern?

Why do I have pain in my veins on my right arm next to where the doctor cut me to remove a gland from my right breast, and I can feel how tight my veins are in this area. It's my third week and I can't lift my hand above my head as I feel if I do it my vein will pop - is this normal to feel?
