We often combine fillers with IPL treatment. Not all IPL machines are the same. We use the BBL which is one of the best. I usually wait a week after filler before doing BBL treatment to let any swelling or bruising from the filler treatment resolve. In most cases, the BBL treatment should not affect the filler.
BBL should not be used before or after Juvederm. This procedure, originally referred to as the Photofacial, or Fotofacial. This is simply a renamed version of a device that didn't work then and doesn't work now.
You can do BBL (similar to IPL) before Juvederm or Botox with no problems. If however you receive a Botox or Filler injection, I'd prefer you wait at least 1 week before having BBL.
I don't recommend dental cleaning or drilling after fillers for a few weeks if possible. There are bacteria which get in the blood stream during those procedures which can infect the filler.
Best to ask your doctor. I tell my patients that if they feel a small lump, then they can massage it gently to flatten it.

It is difficult to say from this picture, if you are sure it was not there prior to treatment, then it is related to treatment. If however you are not sure, they may have pre existed and in this case would not be related to your injection and there are a variety of explanations for lesions like...
One can have swelling to up to 2 weeks after injectable treatments, which typically resolves on its own without intervention. I would make your injecting physician aware so they can correct it if necessary. Good luck!
