Facial hair growth is a genetic trait.  If you have very little facial hair there isn't a growth supplement to increase facial hair.

Having a skin condition such as rosacea should not affect the result of your hair transplant surgery.   If you are concerned, ask your doctor.

If you are not sure if what you have is an infection, it would be best (important) to contact your doctor for a follow up exam.  There is no way to tell for sure what you have on the Internet with two sentences.

Redness may be a sign of infection.  If you don't have access to your doctor, go see another doctor in person.  You cannot receive treatment on the Internet.
