Bruising is a common finding after laser for under eye veins. I recommend bromolein and Arnica Montna or a product called Bruise Stick made by Kare Skin.

Forehead veins that are prominent and large can be treated by microphlebectomy or sclerotherapy or combination treatment with sclerotherapy and microphlebectomy. Smaller veins can be treated with long pulse lasers.

Sclerotherapy is a process and I usually recommend 6 weeks between treatments since this is about how long it takes to see the full results of treatment.  It is impossible to get every vein with one treatment and it is not uncommon to require several sessions of sclerotherapy to achieve...
