Neck rings are very difficult to treat, mainly because the rings themselves are etched in the dermis. Meaning, even if you stretched the skin, you would still be able to see the lines in the skin. Therefore, my recommendation would be to remove a ring AND stretch the skin. This will lessen the overall appearance of compressed multiple rings, like the "michelin man". The way that is accomplished would be by performing a neck lift which would stretch the skin, as well as removing skin between rings and creating one ring where there was two. This would create a smoother, more natural look. Seek an experienced plastic surgeon you can discuss this with. I wish you the best.
Neck banding like yours can often be treated with injectable procedures. Botox is often used for this purpose, but small amounts of filler might also be appropriate. I recommend scheduling a consultation with a board-certified facial plastic surgeon for further assessment and treatment recommendations.
If you have fat rings around the neck you need to have that fat melted and the skin contracted. We'll use Necktite with liposuction to shrink and contour while reducing lines and folds.
Although I would really need to examine you in person to be more specific, I would suggest liposuction to reduce the fat within each roll, with release of any fascial connections to deeper tissue which create the lines bordering each roll. Sometimes, the skin shrinks back against your neck more smoothly than before, but if there is too much skin looseness, than your neck skin might need to be tightened with a more extensive lift. However, I would first try the liposuction.

This is very difficult condition to treat! A combination of neck lift/liposuction and injection of neck lines with fat nano-grafts seem to be working. Consultation with a board certified plastic surgeon experienced in this kind of surgery is recommended. Good luck.
Personally I don’t think you have a hormone problem. Your neck is simply your unique anatomy.The rings are best treated using fillers. They should be injected at the deep dermis or just below the dermis for best results.Liposuction will not address the rings but could improve overall contour.
