Can allergic reaction be caused by using Rogaine cause itching and rash over other parts of your body?

Itching and redness began in one corner of eye, then moved to whole eye, then to the other eye. After that thought I had bug bites on my hip, but then what looked like bites began to spread. Now on legs and back. Yes, have been to dermatologist and it is not caused by bug bites of any kind. Could rash be caused by build up of chemical in my body. We are both trying to figure out what is causing this. Taking steroid and using itch cream.
