Tingling/itchiness on my scalp. Could this be a sign of increased hair loss? Even short thicker hair due to Rogaine is shedding.

In in my opinion you need an in-person consultation. One needs to review closely the history of the hair loss and a good examination including microscopic evaluation will be helpful. You will probably need blood work. One needs to determine if you have cycling telogen effluvium or miniaturization and female pattern hair loss or both. Often the telogen effluvium can unmask the female pattern hair loss. The tingling and itching can be from the use of Rogaine ,a symptom of increased activity of hair loss  inflammation or some other etiology. It needs to be controlled. Your hair loss expert will come up with a diagnosis and treatment plan. 

It could be dozens of different possibilities. The only way to answer this definitively is to review things in person with an expert who can examine your scalp carefully and review your story. You may be asked to do blood tests as well.

there are many thigga that can cause tingling and itching, one of which can be reaction to rogaine and another lice. You need to see a specialist to find the cause and get the proper treatment.
