I had a breast lift and implants September 2021. My right breast swollen in the upper part of my breast in the collar bone area. I want to know why it is still swollen, or if its another issue

You appear to have plenty of breast tissue, so I suggest just the lift. If you add implants, you add more weight and your stretched skin may stretch again and sag.
