The lower eyelid fat pockets tend to be diet resistant areas.  Additional weight loss should not significantly affect the fat pockets but can impact the surrounding tissues in this region.  If your surgeon is considering fat transfer, which is often performed with the lower eyelid surgery, then you may want to consider waiting until you are at a stable weight.

Fat can definitely be affected by metabolic body influences. Excess skin is one of the three components of baggy lower lids that i can see in your one submitted photo. Eyelid muscles can also contribute to baggy lids. Botox can be used immediately to irradicate crows feet. The fatty componete of you baggy lids needs to be examined by an expert ASPAPS board certified plastic surgeon in consultation. Good luck.
