IPL combined with infrared light treatments works well for this condition. Cutera has an IPL and laser genesis that can be used for this purpose. Cutera is a laser company which makes many different lasers. I'm not sure which laser was used. You might have had treatment with the Excel V laser. This is a good laser for vascular (red) conditions and can be useful for pigmentation (brown) as well. IPL is also a good treatment for the reds and browns. Poikiloderma of the neck can be slow to respond to laser. Usually it helps to do more treatment sessions. The most important consideration is to see an experienced laser practitioner who can pick the right device for you and use the proper settings for optimal results and least risk for side effects. I myself have suffered severe poiklioderma for almost 30 years, spending more than 20 years in turtleneck shirts to try and hide my neck and chest. I have personally tried everything on the market.
