Genetics do play a strong role in developing beard or mustache. What age were your father, uncle, and grandfather when they had FULL beards? Are all of these relatives on the same side of the family? If so, you may have different genetics. You are still young, so I would wait a few more years to see what you develop naturally.
Many young men want to accelerate their beard growth and ask about it. It takes age (genetic triggers which occur in family lines) so if you want to find out when your beard will grow out, you need to find out when your father or grandfather started to grow their beard. Hormones should have kicked in nicely by the time a man reaches 18 but he must wait out his genetics as hormone alone are not responsible for the onset of beard grown. Beard transplants can be done when the young man is a bit older (over 25) if the beard has not grown in yet
There's no reason to not take supplements like that. But keep in mind they aren't proven to work- some people may get results, but results are not guaranteed by any means. There isn't any harm in trying.
Rosacea is not a dermatological condition that would impede growth of your grafts. However, my recommendation would be to have it evaluated and possibly treated with lasers such as V beam laser then wait a few months before having a beard transplant.
You should go back and see your doctor as an infection is now a worry. If you have an infection you need to have it treated
