Can a neck lift create jowls? (Photos)

I had an initial online assessment with a cosmetic surgeon last year with regards a neck lift. From photographs I shared with them they said that I would be a suitable candidate for an anterior necklift with incisions made behind and slightly in front of the ear and under the chin. The reason that I didn't proceed with the appointment and the cost of that was apart from concern about the necessity for incisions to made in front of the ear, which I appreciate maybe necessary due to the extent of laxity of my neck, he said that due to the compromises he has made due to my being bald (as it's not a full face lift) I may as a result of the lift develop jowls, but these could be improved with filler. Although I am not questioning his clinical judgement, I wouldn't want to proceed with a procedure which helps with one issue but creates another. From the photos that I have shared alongside by question, would you concur with this assessment and are there other options available. I should say that although I am bald I don't shave it all off so that only skin shows, although I still keep it relatively short. Many thanks for your input.
