In my opinion, the short answer to your question is to focus on the nose.  It would be pretty straightforward to refine your nose and provide a better balance to your face.  Regarding lip fullness, fillers are generally the best way to precisely add volume and definition.  Prior to considering a lip surgery, I would recommend seeing another physician to see if they can achieve the desired result with filler.  It's difficult to assess your lower eyelids with the lighting in the provided pictures, but I really don't see significant eye bags.  I see some discoloration, which may be improved with a skin care regimen that involves retin-A.  Ultimately, the best recommendations come from an in-person evaluation, and it may benefit you to schedule a consult with a Facial Plastic Surgeon to discuss your concerns further.
