What procedures could address a leftover pocket of fat around the navel? (Photos)

I had lipo plus a skin tuck 3 years ago. Starting right after surgery, there was a visible "donut" of fat left around my navel that I was told was swelling. It never improved. I have since built some additional muscle and lost fat in other places, but the navel donut remains and shows through my clothing. What procedures could potentially address this? The surgeon who performed the initial procedure is no longer available. I would prefer to not go under general anesthesia if possible as it makes me very ill, but I understand it might be necessary. There is no hernia genius or bulge of the umbilicus itself, just fat.
