Is this permanent hyperpigmentation from Halo and BBL? Can I get rid of it, and how? (photos)

It will resolve. If you would like to speed it up all the recommendations so far are very good. I also like facial pads containing kojic acid available at many derm and plastics offices. 

Do not judge results until 6 weeks post your service as your skin is still healing. As far as the discoloration goes try using a topical lightening agent as well as increasing your spf (50 is recommended). As far as the acne concern, acne is very common post laser as laser sucks out sun damage and dirty water in our cells. You may need to contavct your provider to review your post skin care. Try using HA serum to hydrate and protect and an oil free moisterizer. Good luck. 

Thank you for your question and posting a picture.  It looks and sounds like you might have Post Inflammatory Hyperpigmentation (PIH).  I was expecting it to look worse based your description.  PicoSure Flat or FOCUS lens treatments should be able to take care of it easily with almost no risk.
FOCUS lens treatments have the extra benefit of reducing the underlying scar tissue.  This is one of our go to treatments for patients older than 40 and worried about the signs of aging.  This laser is safe for all skin types.  Start with sunscreen every day!  Once you have treated your hyperpigmentation to your satisfaction, you will probably need a follow treatment every 6 to 12 months depending your level of re-pigmentation.  Best of luck.

It does take 6-8 weeks for your skin to settle after a laser treatment. Hyperpigmentation can be reduced with some topical creams to help lighten. Breaking out is also very common after Halo, acne products like benzo peroxide wash can keep the acne controlled but you should follow up with your doctor if the acne is getting worse.
