Discoloration after lipo. How can this be treated? (Photo)

I had lipo in February of last year. Here I am, 15 months later, and I have this extremely obvious discoloration on my torso. It comes and goes but especially shows up when I'm hot (bikini season). I tried a vascular laser and that did not help. Please, pretend I'm a Kardashian and help me come up with a solution for this!!
