I would recommend that you schedule a consultation with a plastic surgeon for an examination. There are a few treatment options both surgical and non-surgical. 

The aesthetics of the periorbita continue to be challenging for a variety of reasons: a. the soft tissue is notorious for swelling in states of fatigue, excess salt consumption, allergy, ingestion of foods rich in sulfites like wines; b. the lower lid skin is the thinnest in the body and progressively fails to provide a smooth transition between the lower eyelashes and the upper cheek; c. the orbital bone progressively resorbs, casting shadows.  The proliferation of home aesthetic devices is just a manifestation of our free market and the microcurrent trend for "myotonology" (muscle toning, collagen stimulation, etc.) began approximately 10 years ago and doesn't seem to abate, as we seek anti-aging modalities.  Your post treatment pic appears to show fullness, by history, more pronounced in the morning.  Do consult with either an oculoplastic or plastic surgeon to get an exam in person.  They may be able to help you with a plan of care: 1. anti-histamines, topical agents to "decongest" the puffiness; 2. micro-droplet volume repletion with injectable hyaluronic acid (Belotero, Juvederm, Restylane).  Do your homework well, proceed with a "baby steps" and don't get discouraged.
