Skin stuck after hernia fix and smart lipo. Any suggestions?

I had an umbilical hernia reassured, along with smartlipo about 5 years ago and have a spot below my belly button that the skin is stuck, making my abs look lumpy. I had a consult and was told it was simple, you would need to go in through my belly button and separate the skin. I was quoted $500 in Cabo for this but couldn't meet the timeframe, I'm wondering if I can get it done in Vancouver, or a short flight away, and the cost Thanks
