Downturned eyes: What is wrong with my eyes? How can I fix this? (Photo)

I'm 20 (Female). I find the upper part of my face really problematic: 1)Eyebrows are really low 2)Eyelids seem heavy and fat 3)Eyes are downturned and droopy 4)No under eyes support 5)Cheeks are flat and non-existent In the pictures my eyebrows are slightly raised. What do you think the problem is?And what would you suggest? Thank you in advance.
