You want your eyelashes first to be clean from any make-up and oils. Once your eyelashes are dry you should put one to two drops of Latisse on the eye brush. This will make your eyelashes damp. If you have any excess Latisse use a Q-tip or tissue to absorb the remaining product.

The normal application of LATISSE is to the base of the lashes with both lashes and skin dry. Wet lashes/skin might result in less than ideal results if the additional water prevented tissues from absorbing the recommended amount of medication.
You don't need a lot of Latisse when doing your application. Too much can cause eye irritation. 1-2 drops on your applicator brush is sufficient for both eyes(total not per eye), you don't need to use more than this. When you reference wet vs. damp, damp is better. You only need to apply this to the base of the upper lashes each night before bed. Lower lash application is not needed/recommended.

It is never a good idea to use an expired product. Especially around the eyes which are particularly sensitive to irritation. If you haven't had a reaction, great. But I would certainly recommend that you buy a new jar pronto. Best, Dr. Nazarian
Latisse is meant to be applied around the eyelashes and should not be associated with the side effect that you are describing. Please consult with your physician before starting Latisse to see if there is any contraindication for you.
Since latisse has not yet been tested on breast feeding women, I wouldn't risk it. Wait until you've stopped breast feeding your child before resuming use. It's always better to err on the side of caution. Best, Dr. Nazarian
