Crease formed over monolid makes eye area uncomfortable. Is there a procedure for this? (Photos)

I used to have monolids but they turned double as I got older. The crease is heavy and uncomfortable. When I tilt my head up the crease disappears and the heaviness diseappears. However, I want to preserve the crease but also get rid of the heavy feeling. Is there a procedure for this?
