I believe 3 months is required for the surgical swelling of the abdomen to resolve after abdominoplasty. You need to wait for the swelling to resolve completely before considering altering the contour with liposuction. That being said, you can certainly get liposuction some time after a tummy tuck once you complete your recovery period. A tummy tuck would probably be the best option for you because it offers the most effective way to correct loose skin and muscle separation in addition to eliminating excess fat. Liposuction will also remove fat, but it can't address flabby, hanging skin that typically persists after weight loss. For this reason, many patients who have experienced a massive weight loss or recent pregnancy tend to opt for a tummy tuck. This procedure can be combined with liposuction for maximum effect. If you feel that you need liposuction, this should be a safe time to do that, provided all the swelling has resolved. Otherwise, it will be difficult for your surgeon to judge how much to remove. Furthermore, if there is still swelling, it may be that less fat than is desirable can be aspirated. Many surgeons are reluctant to do tummy tuck and liposuction of the abdomen at the same time, because the complication risk is magnified over the tummy tuck alone. Yes, the postoperative swelling and the post-surgical scar tissue thickening beneath the skin should be pretty well resolved by this time. It should be fairly easy to assess whether you have excess subcutaneous fatty tissue and how well that would respond to liposuction contouring.
