The appearance of the lids depends on the lid height, amount of skin above the lid, and brow position. Typically a combination of eyelid and brow surgery can bring back the symmetry to the lids. Best to see an eyelid expert in your area.
From your photo it appears you may have the best result from a combination of procedures. A brow lift will lift your brows and position them more symmetrically.
