it is hard to tell for sure without an examination. Most plastic surgeons will recommend you fat transfer. If you are considering a surgery, I would suggest you to consult a board-certified plastic surgeon. Only after a thorough examination you will get more information and recommendations.

Not that many plastic surgeons offer hip implants. They are a solid silicone rubber and are not generally intended to ever be replaced.I’ll foreign bodies will become encapsulated by scar tissue.

I suggest tracking down plastic surgeons who do gluteal implants on a regular basis and I have in person consultations with one of those providers. If you have body fat to work with then fat transfer is probably a far better option.

Both Liposuction and fat transfer procedure outcomes are highly provider dependent and for these I suggest looking out for those who have the most experience in your area.
