Can this blue vein on the side of my mouth be removed without scarring? (Photo)

I have a blue vein that goes down one side on my mouth, approximating one of those marionette lines. Is there any way I can have it removed without scarring? I have checked around but have had no luck in finding anyone who to remove it. Thank you for your help.
