Agree with Dr. Aycock. The tattoo pigment absorbs more energy (heat) from the hair removal laser than the surrounding normal skin and leads to the symptoms you are experiencing. Fortunately, in your case the damage doesn't look too bad and I suspect at worst you might see some slight fading of the tattoo. Call or visit the people that did the hair removal and discuss this with them.
Your tattoo should not have been treated with the laser hair removal. It could remove the pigment from the tattoo. It doesn't look like there's a reaction from the pictures. You should follow up with your laser provider if you have any concerns with the treatment.
