Any way to reduce areola puffiness or fill out breasts non-surgically? (Photo)

I’m almost 21, my breasts have caused me so much sadness and anger. I’d always hoped I’d grow fuller breasts, but then as I grew, my nipples got huge and puffy. My left breast is significantly smaller, they don’t even fit in bras so I’ve stopped wearing them. Birth control without estrogen was the only thing that made them a tiny bit better, but I don’t have thousands of dollars to have the multiple surgeries I know I probably need. I’m wondering if there are other options?
