Can the Skin of the Upper Abdominal Region Be Tighten with Plastic Surgery?

I think it is loose due to age and I did gain and loose about 35 pounds after starting a certain medication about 3 years ago. The skin also has a cellulite appearance. I am 55 and my lower abs could use a little tuck also.
