Since your genes are at work in producing thin eyebrow hair, your hair follicles will continue to create soft, thin hair. Oil, or any type of externally applied product will not be able to change your genetics to create thicker hair. With surgery, however, it is possible to transplant hair from the nape or other part of your body to improve your hair density. I have included a link below with more information on this. If these procedure is not something you wish to consider at the moment, perhaps you can use colored brow hair gel (which uses a mascara-like wand) in the meantime.
You can't grow your eyebrows without surgery. Maybe Rogaine or Latisse but that is temporary. If you stop using it, then it will fall out again.
We have had great success with Latisse in our clinic if you have hair there. If there is no hair then there are probably no viable follicles to stimulate. A hair transplant would then be necessary. One problem with the topical products is that their effect is temporary requiring continued treatment going forward.
