This is a complicated series of questions that you ask. I understand the financial importance, but the health concerns are far more important. Keep in mind that after age 12 palatal expansion comes with frequent relapse. In regard to the implants, I would place them after orthodontics, not before unless they are necessary to assist the orthodontics because implants do not move like real teeth. If the implants are not in the ideal position after the teeth are moved, there is no way to move the implant. So for ideal results do the implants after orthodontics. When all treatment is complete, an implant on either side of the upper jaw will work with the retainer to minimize the chance of relapse of the expansion.
