Your best bet is probably another fat transfer if you are looking to increase symmetry. You will be higher risk for recurrent infection.

It would all depend on what your aesthetic goals are. You would do well with an augmentation for both and lift to the lower breasts. With implants, the problem area may look better. Micro-needling could also help topically. I would suggest meeting with a board certified plastic surgeon and discussing your concerns and options.
For the best advice I would recommend that you visit a trained plastic surgeon for an in person examination. The procedure that would serve you best is lift. For the right breast you wold likely need a lollipop lift and for the left breast (smaller breast) you would probably be well served with a donut lift. At this time modest sized implants could be placed along with repeat fat grafting to any area of deficiency or contour irregularity.

The easiest way to fix it, is to undergo another session of fat transfer to increase the size of the smaller breast. You also have the option of a bilateral silicone breast augmentation & you can do a little bit of fat transfer to symmetrize the two breast after the implant.
