Which procedure would help minimize the appearance of dark circles? (photo)

I don't know what treatments to take. I think I have bad under eye support which is causing dark circles and my eyelids could use some sort of blepharoplasty treatment or maybe i am eligible for orbital decompression? I have done under eye dermal filler before but didnt notice much of a difference but it may have been because I didn't add much. I have no budget for procedures.

It’s not uncommon for some people to have darker pigmented skin around the lower eyelids.
It’s important to differentiate skin pigmentation versus contour and shadows.
Volume augmentation can help how the light reflects off the skin, but isn’t going to change pigmentation.
These can be challenging things to Improve.
To start with try to understand if the problem is related to pigment or volume.
You should be able to do this by having light reflect your skin from different angles.
Sometimes it may be better to accept things the way they are.
This is especially true if the problem is more related to Skin pigment.
