Please help me understand what it is that makes me look so masculine and how I can become more ”cute” and feminine?

I know I have a high, wide forehead and tiny close-set eyes. But even if I photoshop that part of my face I still look kind of ”boyish”. Yes, you can see that I’m a girl but I don’t look like a feminine woman even with makeup on. What procedures can be done to make me look more feminine and attractive? I’m ready to change everything that can be changed. I’ve tried different makeup and hairstyles so this is my last hope. (Also, is it safe to go abroad to have plastig surgery, like south korea?)
