Do CO2 lasers and heat devices destroy skin cells?

Hi! I have a question, why are heat devices leagal to on the skin? I have read things like “Temperatures between 46°C and 60°C are associated with irreversible cellular damage” and “Direct heat exposure to cells causes protein degradation and DNA damage, which can lead to genetic alteration and cell death”. And that the skin that heals the wounds after these devices are scar tissue, and that makes sense. Its is called a controlled damage, but how can damage and heat be good for the skin?
