Removing transplanted hairs may leave scarring.  You must weigh out the risks versus its benefits.   Each case is different so consult with your doctor.

PCOS will not affect eyebrow hair growth or surgery.  Taking spironolactone will not affect eyebrow hair growth or surgery.  Simple answer to your question is: yes.
