Eye muscles over stretched from Botox

Hello, 7 months ago a nurse injector at my derm recommended under eye Botox to address wrinkles. I woke up the next day to extreme swelling which eventually settled to a plane of fluid where lower eye meets cheek. 7 months later my jelly roll on right eye is still slumped and swollen and there’s a large line horizontally across lower eye. Plastic surgeonsaid muscles are so over stretched from Btx that it will take another year from now to recover if at all. Derm disagreed. Who is right?
