Without examing you, it is difficult to accurately answer your question. In general, inelastic skin is not a contraindication to getting implants. If you have a skin laxity or excess skin problem, however, implants alone may be not adequate to correct it. Partial skin removal , or tightening, such as a breast lift , may be necessary. Consult an experienced breast surgeon to discuss your options.
The elasticity of your skin is not as important as the grade of ptosis of your breast is. If the grade of ptosis is minimal or there is no ptosis at all, you can get breast implants without any problem. On the other hand, if you have breast ptosis you can combine breast implants with breast lift. If I had some photos of your breast it would be much more helpful in order to give a more reliable answer.
