Is there a way to get rid of awful long term scarring and dark spots on my bikini area? (Photo)

I have natural curly hair so as you can probably imagine I've had an issue with ingrown hairs and bad shaving accidents. I've tried leaving the area alone, exfoliating, in home waxing and I can't seem to get rid of the issue. The worst part are all the scars from the years of having this issue, I'm embarrassed to even go to the beach in a bikini or let me boyfriend look at it. Please help!
