Is there any way of getting rid a dark discoloration scar? (Photo)

This was a lovebite/hickey that became a scar. In order to get rid of the lovebite, someone told me to use toothpaste on the bruise. Probably the overuse of the toothpaste caused the bruise to become a wound and then healed into a dark discolored scar. This happened in june 2014, since then i've been using bio-oil everyday, twice a day. It's been about 8 months. The darkness has reduced, but it is still obvious. So is there any other way to get rid of the scarring?
