Is it standard industry practice to pay surgical fees for a revision if I'm not happy with the original results?

27F had a breast reduction with fat transfer 1 year ago. My boobs seem to have bottomed out and my nipples are sitting high with no fullness in the upper pole. My scars are also thicker than they should be I think I’ve gone back to my surgeon and he is suggesting the best option would be to get a round implant to give me the fullness up top. What I would like to know is should I be expected to pay surgical fees what I am not happy with the original surgery results?
