This was a few years ago; there was scabbing and bleeding for a week and it took almost three weeks to completely heal. I have not had a treatment since. I was told at the time this was excessive but would like more input.

It looks like you may have had a bit too aggressive a treatment. Typically, the endpoint of PDL laser treatment should be a grayish/purplish discoloration with minimal crusting if at all.  Port wine stains, or capillary malformations, can be a bit tricky because of their depth and stubborness in responding to treatments.  I will typically start at a minimal level and increase the energy over the course of 3-5 sessions. The effect is gradual and may need to be repeated over several years, but safe.
