Repaired outie to innie becoming an outie again, can a revision be performed under local anesthesia? (Photos)

Please help. 15 weeks ago I had mini abdominoplasty, with DR repair and umbilical hernia repair. Loved my innie afterwards, but now it seems to become a outie again? Changes happened over the last week or so. I was very careful during my recovery and only started light exercises two weeks ago. What can be the cause of this change and will it be possible to do revision under local anesthesia?
